The management of talent market was intensified in 2001. The regulations gave prominence to the individual's rights of securing their rights of choosing jobs with self-decisions and equal employment opportunities etc, definituded that the employerwere not allowed to deny employment or to raise the employment standards with the excuses of nationality, sex and religious belief. It also definitely canceled the approval system of talent advertisement, and elaborated clearly to persons that couldn't be employed to ensure the overall interests of the country. It's a must to accelerate the information network construction and information issuance to improve the informationization level.
