Administrative and legal enforcement departments in various fields jointly executed laws with public security departments, and in close cooperation with procuratorates, courts and discipline inspection departments and supervisory departments, strictly launched fight against illegal and criminal activities that violated market economy orders, dug out the evil elements hidden behind serious cases and formed powerful attacks.

Each administrative and legal enforcement departments further added efforts to legal enforcement. According to incomplete statistics, the industrial and commercial system liquidated 194 thousand markets of all sorts in total, and checked and dealt with 2,994 thousand units that were found with violation of laws or regulations with total worth of RMB12.85 billion yuan, clamped down 320 thousand illegal gatherings of all sorts, transferred 5,361 people for criminal responsibility to judicial departments in 4,127 cases. The quality inspection system destroyed 12 thousand illegal places for fake goods production and secured fake or shoddy goods with worth of RMB2.5 billion yuan, discovered 1,311 serious cases above RMB100 thousand yuan, and transferred 235 cases to public security departments. The medicine supervision and administration system investigated and dealt with 63.8 thousand cases with worth of RMB724 million yuan, forfeited fake or shoddy medicines with worth of RMB122 million yuan, destroyed 793 plants for fake medicine production, and transferred 269 cases to judicial departments with 1,093 suspects.

In close cooperation with conjunction departments, public security departments uncovered more than 50 thousand economic crime cases, captured more than 40 thousand suspects with successful ex-territory arrestment of 30 suspects, saved the economic loss of RMB14 billion yuan for the country and the masses, and curbed the momentum of economic crimes to some extent.

According to the policy of giving a heavy and strict blow at economic crimes by law, the people's procuratorates at all levels approved to liquidate 637 cases with production and distribution of fake or shoddy goods, 3,400 more cases with counterfeit currency crime, 1,460 cases with financial swindle crime, about 2,000 cases with crime of impairing taxation and administration, 740 cases with smuggling crime, over 3,400 cases with crime of raiding the market economy orders, and 9,200 more cases of prosecution. The Supreme People's Procuratorate also supervised and managed the 195 cases of three batches with serious crime of destroying market economy orders.

Since the working conference held for rectification and regularization of market economy orders, the national court system has adopted 8,818 cases for initial trial with crime of destroying market economy orders and with 14,873 people involved, concluded 7,347 cases of this sort with 12,340 people involved; 3,635 people were sentenced to imprisonment of more than fives years, with a heavy penalty rate up seven percentage from the same period of the previous year. In 2001, the Supreme People's Court organized centralized sentence and publicity for the 106 cases of 26 batches, producing a shaking impact in the whole country.

Apart from participation in related special rectification, discipline inspection and supervision departments also added great efforts to investigation and disposal of bureaucracy, breach of duty or malpractices that led to serious losses. The Ministry of Supervision investigated and concluded eight cases of serious safety accidents; 152 people on duties were punished with the disciplinary actions within the Party or with administrative disciplinary measures, among which were five province-level or minister-level cadres, 35 department-level cadres, 51 sector-level cadres, and 44 people transferred to judicial departments. Severe treatments were also given to those administrative and legal enforcement departments that went against law, or remained not serious at legal enforcement, or conducted breach of duties or malpractices, blocked case handling, or screened illegal elements etc.
