BACKGROUND
In 1991, United Nations Development Program (UNDP) started to advocate the development and cooperation in Tumen River area, drawing great attention from numerous countries in the world and it has successively held 7 inter-governmental coordinative conferences on Tumen River Area Development Program since 1995. In 2003, the Chinese government proposed the strategic move of accelerating the revitalization of Northeast China and other old industrial bases, which aroused the great enthusiasm of quite a few countries for participation in the development and cooperation in Tumen River area, thus elevating the area to the Northeast Asia Regional Cooperation at large.
Northeast Asia, whose economy is largely characterized by its geographic features, embraces Northeast China, Japan, Korea, the Democratic People’s Republic of Korea, Mongolia and Far East Area of Russia, having in it a total area of 17,280,000 square kilometers and a population of 680,000,000, and taking up 1/5 of the world’s economic volume.
In 2004, the total volume of import and export trade between China and the other five Northeast Asian countries constitutes 24.4% of China’s total foreign trade volume.
Being the center for developing Tumen River Area in Northeast Asia, Jilin Province connects the Democratic People’s Republic of Korea, Korea and Japan in East Asia and borders on Far East Area of Russia in North Asia. The average annual increase of bilateral trade volume between Jilin Province and the five Northeast Asian countries since 1996 is 19.8 %.
The total volume of import and export trade between Jilin Province and these five Northeast Asian countries constitutes 50% of the total import and export trade volume of Jilin Province in 2004. Besides, the number of Korean and Japanese enterprises and their total investment account for 48.9% and 20% of all foreign investments in Jilin Province respectively.

In Octorbor 2003, Premier Wen Jiabao put forward the proposal of enlarging the reginal cooperation in Northeast Asia and speeding up the revitalization of Old Industrial Bases in Northeast China during the meeting of heads of governments participated by China, Japan and Korea while attending the Asean Summit (ten plus three), which has drawn positive responce from the international communities.

Time The First China Jilin-Northeast Asia Investment and Trade Expo will be held from 2th to 6th September 2005 in Changchun city China.
Orientation Being a large-scale comprehensive internationalized regional Expo,China-Northeast Asia Investment and Trade Expo is approved by the State Council of P. R. China and sponsored by Ministry of Commerce of P. R. China, Office of the Leading Group of the State Council for Revitalizing the Old Industrial Bases of Northeast and Other Areas of China and People’s Government of Jilin Province. The Expo is nothing but an active action which China takes to promote the bilateral economic and trading cooperation between China and the other Northeast Asian countries, with a view to establishing the long-term platform where China and the other Northeast Asian countries enjoy mutual benefits, interchange and communication, and opening and development.

Contents: The Expo is open to business circles all over the world and focuses mainly on investment talks, commodity trade, economic cooperation, cultural exchange and high-level forums and conferences. It will be operated in accordance with the market-oriented economy under the guidance and supervision of the government, with a view to highlighting regional characteristics and accelerating the revitalization of Northeast and Other Old Industrial Bases of China. It is believed that the Expo will offer all the participants opportunities to develop and thrive together through interchange and cooperation.

Commodity and trade exhibitions: demonstrating the advantageous and special products of all the provinces in China Northeast Asian countries and the countries and regions in the world, establishing trading platforms among China and Northeast Asian countries and the world.

Investment talks: introducing investment environments, releasing the information of investments invitation, organizing talks on some special topics such as the reconstruction of the old industrial bases, merge and acquisition of state-owned enterprises, automobile parts, and the valve-added processing of agro-produce, etc., enlarging regional cooperation in investment and making joint efforts to absorb international capital.

International conferences about the regional cooperation within Northeast Asia: organizing conferences on Northeast Asia development and economic and trade cooperation forums with the theme of “pursuing regional cooperation and promoting common development”. Convening the inter-governmental consultitive conciliatory conference on Tumen River Regional Development Project and the 5th Northeast Asia Region Tourist Forum in order to promote communication, cooperation and development.



Site of the Changchun International Exhibition Center
The center has an indoor exhibition area of 33,000 square meters, capable of accommodating 1,850 exhibition stands on international standard. There is also a 15,500-square-meter outdoor exhibition area, and a 6,000-square-meter ceremony square.
The center also has a parking area of about 180,000 square meters and a container freight yard of about 20,000 square meters.
The Expo will try to furnish all the participants from Northeast Asian countries as well as from other provinces in China with first-rate exhibition place, first-rate security measures, first-rate service, and first-rate humanistic environments.

How to participate the Expo?
The enterprises of Northeast Asian countries can be arranged and organized to participate in the Expo by either themselves or their chambers of commerce; the organizer can invite some of the enterprises in these countries; the enterprises in different countries and provinces in China can sign up for the Expo themselves through 4 ways.

The completed form (client)of registration the First China Jilin-Northeast Asia Investment and Trade Expo could be faxed or mailed to Executive Committee Secretariat.
Online regiatration form (client) of the First China Jilin-Northeast Asia Investment and Trade Expo could be made and presented to Executive Committee Secretariat.
The Executive Committee Secretariat will mail the invitation letter after receiving the registration form (client) of the First China Jilin-Northeast Asia Investment and Trade Expo.

Stands Arrangement
The Executive Committee Secretariat will arrange the stands upon receiving and confirming the registration form for the First China Jilin-Northeast Asia Investment and Trade Expo.
The participants shall pay the stand fee to the desiganated account of the Expo within 7 working days after receiving the confirmation letter from the Executive Committee Secretariat.
The desiganated account will be published through www.neasiafair.org.cn or www.neasiaexpo.org.cn.
The confirmed stands would be canceled as overdue payment.

The Exhibition Area
Setting up Commodities Exhibition Area and Investment Talks Area.
Commodities Exhibition Area: Displaying 10 major industrial products, namly, modern manufacturing, chemical industry, green food, optical & electronic products, modern Chinese traditional medicine, power, metallurgy, building materials, textile & clothing and tourism.
Investment Talks Area:
Setting up stands for investment talks to introduce investment environment and policies, display the image, recommend the porjects; carrying out the projects negociation in the fields of international construction, overseas labor services, porcessing-abroad trade, resource exploitation, capital restructure and M&A and agricultural industry cooperation; displaying the advanced new-high tech.

How to participate in the Expo?
The enterprises of Northeast Asian countries can be arranged and organized to participate in the Expo by either themselves or their chambers of commerce; the organizer can invite some of the enterprises in these countries; the People’s Government of Jilin Province can invite enterprises in other provinces of China to the Expo or the enterprises in different countries and provinces in China can sign up for the Expo themselves.

There are 3 kinds of stands as following, which are designed and equipped at the international standard
The standard stand: 480 USD, 3,980 Yuan RMB each
Unoccupied space indoor: 35 USD, 300 Yuan RMB per square meter
Unoccupied space outdoor: 24 USD, 200 Yuan RMB per square meter
Enterprises in China are expected to pay the quoted price in RMB.
