2. Local competent commercial departments should submit the applications of newly added state trade enterprises qualified for silver export to the Department of Foreign Trade of the Ministry of Commerce before November 20 in accordance with the standard of Appendix 3 of this Announcement.

3. Local competent commercial departments are responsible for the annual examination of qualification of local enterprises to supply tungsten and antinomy products for export in 2005 in accordance with the standard of Appendix 4 and 5 of this Announcement and report their comments on annual examination to the Department of Foreign Trade of the Ministry of Commerce before November 20, 2004, and at the same time send copies to China Nonferrous Metals Industry Association (CNMI-I), China Chamber of Commerce of Metals Minerals & Chemicals Importers & Exporters (CCCMC) and China Tungsten Industry Association (CTIA). Comments will be put forward by CNMI-I together with CCCMC and CTIA and submitted to the Department of Foreign Trade of the Ministry of Commerce before November 27, 2004.
