Article 1 The said Measures are formulated in accordance with Circular of General Office of State Council of Distributing Special Plan on Food Safety Improvement for the purposes of passing effectively judgment on the achievements of food safety improvement, promoting positively overall implementation of Food Trust Project and ensuring people’s food consumption safety.
Article 2 State Food and Drug Administration carries out comprehensive judgment on Food Trust Project in all provinces, autonomous regions and municipalities directly under the Central Government or make a selective comprehensive judgment in some cities and counties in the light of requirements together with Ministry of Public Security, Ministry of Agriculture, Ministry of Commerce, Ministry of Health, State Administration for Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine and General Administration of Customs. Coordination organs or responsible departments of Food Trust Project in the provinces, autonomous regions and municipalities directly under the Central Government are responsible for organizing related departments to carry out comprehensive judgment on Food Trust Project under their jurisdiction.
Article 3 Comprehensive judgments should adhere to following principles:
1. Seek true and deal with concrete matters, judgments are scientific and standard;
2. Objective and fair, judgment result is true and reliable;
3. Promote management by judgment, link supervision with help and promotion;
4. Link publicity with education;
5. Pay special attention to the implementation and ascertain responsibility
Article 4 Constituent of Judgment Index:
1. Judgment of Local Government’s Management Index of Food Trust Project takes 40 percent of comprehensive judgments;
2. Judgment of Inspection Index of major varieties of Food Trust Project takes 45 percent of comprehensive judgments;
3. Degree of consumers’ satisfaction Index with the implementation of Food Trust Project takes 15 percent of comprehensive judgments.
Article 5 Judgment of Management Index (See Appendix 2)
1. Inspected varieties:
1) The food that people respond strongly and has serious problems in safety;
2) Major varieties determined by national Food Trust Project in those years and make a decision according to the sequence of local food consumption.
2. Inspection organs: The inspection organs that have legal qualifications carry out inspections;
3. The requirements of variety inspection: Inspections and judgments are carried out by inspection organs with legal qualification in accordance with unified inspection variety, unified inspection item, unified inspection standard and unified inspection method;
