IV. Development Zones

(i) Survey of the Development Zones

The investment environment in these zones is becoming more and more perfect after years of development and construction. Infrastructure has been accomplished with roads, electricity supply, water supply, supply of gas, heating supply and communications available. The administrative committees were set up in each development zone and in charge of relevant management. Therefore, services concerning foreign affairs have been handled in efficient and convenient ways. Foreign investors can go through all the formalities in the zone from project proposal, examination and approval of contracts to receiving operation license.

State-level Development Zones

1. Qinhuangdao Economic & Technical Development Zone

The zone was established in October 1984 upon the approval of the State Council. It is located on the west side of harbor district in the famous seaport city Qinhuangdao. It is fifteen km off Beidaihe, a tourism resort well known to the world. The designated area of the zone covers ten square km, in which an area of five square km has been developed. Since the establishment of the zone, three thousand seven hundred and fifty-five projects have been set up. Twenty-seven firms from Japan, USA, the Republic of Korea, Germany and Hong Kong have come to the zone for investment, including the world-famous corporations such as LG and Hyundai from the Republic of Korea, Mannesmann from Germany, Chaitai from Thailand, and Reynolds from USA. A modern industrial system has taken shape involving the leading industries of metallurgy, machinery, electronics, light industry, fine chemical, building materials, and the tertiary industry covering real estate, banking, trade and tourism.

2. Shijiazhuang New High-tech Industrial Development Zone

Shijiazhuang New High-tech Industrial Development Zone was established in March 1991 as a State-level development zone upon the approval of the State Council. Since its foundation, two thousand five hundred and sixty enterprises have settled down in the zone. There are one hundred and eighty-five foreign-funded enterprises among them. At present, many firms from Japan, USA, the Republic of Korea, Germany, Italy, Canada, Sweden, Malaysia, Hong Kong, Macao, and Taiwan have settled down in the zone. A group of industries involving electronic information, bio-pharmacy and new materials has taken shape in the zone.

3. Baoding New High-tech Industrial Development Zone

Baoding New High-tech Industrial Development Zone was established in November of 1992 and approved by the State Council as a state-level development zone. It is located at the center of Baoding with a designated area of ten square km. The Central Technology Park, the North China Industrial Park and Bada Industrial Park have taken shape as Three Parks in One Region. Investors from more than ten different countries and regions including USA, Japan, UK, Germany, Australia, HongKong, Macao and Taiwan have settled down in the zone. New materials, electronic information and electromechanical integration, bioengineering and foodstuffs have become its leading industries. In addition, many service agents concerning foreign affairs have been established in the zone, including Customs, commodity inspection bureau, bonded warehouse, customs broker, import and export corporations, forwarding agent, international leasing company, international insurance company, international banking service, and legal assistance service.
